Steve began his career with Contra Costa County in the San Francisco east bay in 1968. He is a graduate of Cal State Long Beach and holds
Professional Registration as a Civil Engineer and Quality Engineer in the State of California.
Steve has spent his 44 year career studying and evaluating over 15,000 lane miles of roadways throughout the Western United States, working to develop cost effective methods of pavement rehabilitation and restoration. Over 4 decades of pavement engineering have also included countless airfield pavement designs and rehabilitation plans combined with the unique challenges presented in places such as the oil fields of Peru, the off-shore drilling platforms of Alaska and the runways and taxiways of Diego Garcia in the Indian Ocean.
Steve oversees operations of the LMI laboratory providing sampling and testing of roadway, aggregate and subgrade materials, soil stabilization design and evaluation, pavement design, rehabilitation design for existing pavement systems and complete investigations of material and/or design caused pavement failures.
Steve has served the civil engineering community as President of the Orange County Branch of ASCE, President of the Los Angeles Section of ASCE, President of the Orange County Engineers Club and President of the California Council of the California Society of Civil Engineers. Steve has served on the National ASCE Committee on Government Affairs and as Chair of the National ASCE Technical Activities Committee.
Steve is active in the American Public Works Association, having served as the Membership Chair and recently Chairing the Exhibit Subcommittee for the 2012 APWA Congress in Anaheim. Steve is currently serving as Vice President of the Southern California Chapter of APWA.
