Mr. Briggs is currently serving as the Program Manager and Lead Engineer on the Hazard Park Training Facility Tenant Improvement Project for Legacy LA consisting of the renovation of a former federal armory adjacent to Hazard Park and the Ramona Gardens Public Housing Development in the very low-income Boyle Heights neighborhood of Los Angeles. Designed to provide a direct line between residents and the jobs in their community, it will deliver academic, job training, and social enterprise services to the youth of the Ramona Gardens Housing Project. Mr. Briggs is currently overseeing the various disciplines involved in the project, providing all Civil plans and a Phase I Environmental Site Assessment, and coordinating with the pertinent agencies to obtain the necessary permits to complete the renovations.
Mr. Briggs served as the Construction Manager for the Dominquez Gap Barrier Condition Assessment. The project consisted of assessing injection wells, observation wells, water supply lines, pressure-reduction facilities, and related appurtenances for the purpose of injecting water. The project included coordination between LACPW, LACFCD, CH2MHill, and numerous utility agencies. Additionally, the project included the oversight of surveyors, traffic control, and construction crew. Mr. Briggs assisted in the completion of the final reports which made recommendations for repairs, improvements, and measures to prevent future shutdowns in an effort to protect the underground water supply source from seawater intrusion.
Mr. Briggs served as the Utility Engineer on the Downtown Los Angeles Streetcar for LADOT. The Downtown L.A. Streetcar is planned as a modern, fixed-rail streetcar system that will offer an easy to navigate and convenient mode of transportation connecting many of Downtown’s bustling locales. The Streetcar will spur employment, increases in property value, and general economic growth by stimulating movement to Downtown’s historic resources and entertainment facilities. Downtown has come a long way in the last 10 years and Streetcar is integral to promoting the revitalization and reactivation of this city. Mr. Briggs managed utility information and solving conflicts related to utilities through providing expert staff resources in utility planning and relocation and devising solutions based on the City of Los Angeles’ Best Practices. The project includes coordination between LADOT, City of Los Angeles, My Figueroa and Bringing Back Broadway Projects, DWP, and multiple utility agencies.
Mr. Briggs has provided Construction Management, Project Management and Engineering, and Planchecking services at the City of El Monte. Projects include the construction of street improvements at multiple designated street locations, including overseeing the resurfacing of local streets with applications of Asphalt Rubber Aggregate Membrane (ARAM) and Type II Slurry and providing Professional Planchecking Services on behalf for the El Monte Operable Unit Groundwater Remediation Project, including ensuring regulatory compliance for SWPPP and SUSMP Reports and Grading Plans. Additionally, Mr. Briggs was the Project Manager and Design Engineer for the Gibson and Rose Street Improvement Project providing ADA access for a school to an adjacent public park.
Additionally, Mr. Briggs is a member of the United States Green Building Council (USGBC), International Facility Management Association (IFMA), Construction Management Association of America (CMAA), and the Association of Energy Engineers (AEE). |

His educational background and sustainable interests provide him invaluable insight and breadth of experience in performing his professional engineering design duties. He has proven his mettle and dedication while designing very difficult and demanding projects. Contribution to the Profession: |
ASCE is a significant component of Mr. Briggs’ professional and personal life. He is currently a Board Member of MLAB, serving as Treasurer and Sustainability Liaison, and recently helped organize LA’s 1929 Indirect Potable Reuse Facility Presentation joint event with CWEA and the Sustainability Event to Kayak the Los Angeles River. He is the Chairman of the Los Angeles Section Sustainability Committee (LASSC) and single handedly organized the LASSC’s Annual Face-to-Face Meeting, soldout Sustainability Symposium at the Lyle Center for Regenerative Studies, created a survey to poll current members, and updated their website. Furthermore, he is an active member of the Committee on Sustainability Section/Branch/Liaison Working Group in which he has attended meetings in Atlanta and Denver to help plan and run a Sustainable Leadership Workshop at the end of the International Conference on Sustainable Infrastructure. Additionally, he is organizing an In-Person Envision Training Workshop in conjunction with the conference.
Mr. Briggs first got involved in ASCE as an undergraduate at UCLA where he was a member of the Steel Bridge Team as part of the Pacific Southwest Conference. He has held various positions as an active member of the Los Angeles’ Younger Member Forum, including Sports Activities Chair and Community Service Chair of which he received an award for being the Most Determined Officer. Through the years Mr. Briggs has always made sure his colleagues knew there was an open invitation to join him with ASCE and has developed lifelong friendships with several of his ASCE peers. He has been a constant champion for the organization and left a lasting impression for years to come.
Mr. Briggs remains an active Alumni at the Lyle Center for Regenerative Studies; organizing networking events and offering mentoring services to new cohorts. He is currently working with a representative from the City of Los Angeles to give a joint presentation to BOE, BOS, BSS and DWP discussing Optimum Plant Species Selection for Vegetative Filter Strips in an effort to raise further awareness and considerations for Green Streets. |
