Details Topic: Orange County Public Works Dam Breach Mapping Efforts Villa Park Case Study Speaker: Penny Lew, Senior Civil Engineer, Orange County Public Works Penny Lew is the Senior Civil Engineer in Floodplain Management and Hydrology Section for Orange County Public Works.  She received her Bachelor of Science degree in Civil Engineering from the California State University at Northridge and is a Registered Professional Civil Engineer in California.  She began her career with the County of Orange over 16 years ago.  In addition to her current role, Penny Lew was a president of ASCE Orange County Branch in 2013-2014.  Her professional experience includesfloodplain management, flood facility design,parks, streets and utilities improvements design and residential and commercial land development design. Steve Parker, GIS Manager and Hydraulic Analyst, Tetra Tech Steve Parker is the GIS Manager in the River and Coastal Engineering group at the Tetra Tech Irvine Office, acting as a Project Manager for floodplain modeling and mapping efforts. He received his Bachelor of Arts degree in Geography from Humboldt State University, and a Master of Arts degree in Geography from San Diego State University. He began his career with Tetra Tech over 14 years ago.  In addition to his Project Management for floodplain modeling and mapping, his portfolio of project experience includes levee certification, FEMA LOMRs, restoration feasibility studies, flood control facility inspections, and GIS modeling and mapping. Synopsis:  This presentation will include background information of the dams owned by OC Flood Control District, requirements of Division of Safety of Dams, as well as the approach and effort that went into the development of the Villa Park Dam inundation and mapping pursuant to updates required following new statutesadded to the California Water Code after the emergency events at Oroville Dam in the 2016-2017 record precipitation winter.
