| Details | Topic: South Coast Water District's Tunnel Stabilization & Sewer Pipeline Replacement Project Speaker: Joe Sinacori, PE, Project Manager, SCWD Mr. Sinacori has over 25 years of experience in planning, design, and construction management of potable water, reclaimed water, and wastewater facilities. Planning experience includes water, sewer, and drainage master plans based on the application of computer models for the determination of system deficiencies and recommendations for capital improvement projects. Design experience emphasizes preparation of reports, specifications, and construction plans for domestic and reclaimed water transmission, distribution, pumping, and storage systems as well as storm water and sanitary sewer collection systems, pipelines, and lift stations. Design experience also includes the processing of land development projects through tentative and final stages with their associated grading, street, water, sewer, and drainage improvements. Construction management experience includes construction observation, shop drawing review, progress payment tabulation, change order processing, utility coordination, and project schedule oversight.Mr. Sinacori has worked extensively since 2015 on the Tunnel Project which includes managing planning, design, permitting, and construction for all phases of the project. Joe McDivitt, Chief Operation Officier, SCWD Mr. McDivitt is a Senior Executive at South Coast Water District and worked in the capacity of Chief Operations Officer since 2003. He is responsible for leading a diverse team and managing daily operations to assure water reliability and wastewater collections in the coastal communities of Laguna Beach and Dana Point. Some notable achievements include development of alternative water resources such as construction and operation of a Groundwater Recovery Facility and Desalination Water Treatment Pilot Plant. In addition, he has developed a comprehensive Sanitary Sewer Management Plan (SSMP), overflow prevention and response plan (SSOPP/SSORP) significantly reducing SSOs and environmental impacts to beaches and harbors. Joe has over 30 years of management experience in public works and capital improvement projects related to water, groundwater, wastewater, storm water, tunnel rehabilitation, trenchless technology applications and flood control. Mr. McDivitt has worked extensively since 2006 on the Tunnel Project which included the CIPP lining project under Camel Point and Aliso beaches. Responsibilities included oversight of the emergency repair project in 2007, managing the preliminary design process, acquiring all project permits and entitlements, easement acquisition and assisting with project funding through State Revolving Funds (SRFs). Shimi Tzobery, PE, Construction Manager, Parsons Kevin Kilby, Lead Tunnel Inspector, Parsons Kevin Kilby is a Senior Tunnel Inspector with Parsons Corporation, Irvine. He has over 19 years of experience in the tunnel construction management field with projects across the country in Water, Wastewater, and Transportation. Synopsis: South Coast Water District (SCWD or District) is currently engaged in upgrading and stabilizing an existing tunnel that parallels the coastal cliffs between Three Arch Bay and Aliso Beach in Laguna Beach, California. The Tunnel Project was originally constructed in 1955 as a 6.5’ x 6’ horseshoe and a 21” Victaulic Clay pipe was installed in the tunnel to operate as a gravity sewer draining portions of the City of Dana Point and coastal properties in South Laguna Beach to the Coastal Treatment Plant in the Aliso Ravine. The rocks forming the coastal cliffs are dominated by the stable San Onofre Breccia Formation. Tunnel depth ranges between 30’ to 60’ and the tunnel is typically located about 50’ to 100’ inland of the beach cliff face. As a part of the tunnel stabilization work, SCWD is remining the tunnel to an approximately 8’ x 8’ horseshoe on top of the existing pipeline and is encapsulating the old pipe in concrete to protect it in operation during mining. A new 24” pipe will be installed in the stabilized tunnel on top of the existing pipe when mining is complete at the last phase of the project. The District has completed the planning, design, permitting, and initial phased construction for the Tunnel Stabilization and Sewer Pipeline Replacement Project utilizing existing tunnel access points and constructing one new access shaft at the 4th Avenue property along the inland side of Coast Highway in Laguna Beach. The entire tunnel stabilization/rehabilitation work, from Aliso Beach to Three Arch Bay (approximately 10,400 feet) is being implemented in 4 phases. District contractors will initially encase the existing pipeline in concrete for the full alignment of the tunnel. Following concrete encasement of the pipe, the tunnel will be enlarged to a horseshoe cross-section and lined with shotcrete and a new gravity sewer pipe will be installed. Phase I included the construction of a new access shaft (approximately 105 feet deep), a new access tunnel underneath Coast Highway from the access shaft to the existing sewer tunnel (approximately 310 feet long) including the intersection, and stabilizing/ enlarging approximately 600-feet of the existing sewer tunnel. Phase II construction is currently underway and includes tunnel stabilization of approximately 4,800 feet of existing tunnel including 2,450 feet in the southbound direction and 2,350 feet in the northbound heading. There are 37 laterals in Phase 2 with one realignment section and a challenging manhole construction at the South Coast Mission Hospital lateral. Design and bidding for Phase III and IV is underway and the District is currently soliciting construction bids for these phases of work. Phase III includes approximately 5,000 feet of mining from Thousand Steps beach to the drop manhole in Three Arch Bay, 4 realignments due to poor ground conditions and low cover areas, 9,700 feet of new gravity sewer, and 80 laterals that need to be connected to the new pipe. Phase IV is a stand-alone portion of work that includes 450 feet of hand mining for tunnel enlargement in Camel Point and a portal entrance reconstruction. There are 23 existing adits (entrance doors to the tunnel) that will be rehabilitated (14 total) and adandoned (9 total).
