| Details | TOPIC - Funding Infrastructure Projects in Southern California The ASCE Orange County Branch invites you to attend the January Luncheon featuring an overview on funding local infrastructure projects in southern California by ASCE Region 9 Governor, Jeffrey M. Cooper, P.E., Director of Municipal Services at NV5 and Mike Sinacori, P.E, Assistant City Engineer at City of Newport Beach. Due to taxing limations, communities often need to get creative in funding projects. Jeff Cooper's presentation will discuss what can be done with Special District Funding for Infrastructure Projects (taxes, fees and assessments), tips for being successful, and specific project examples including Street Light Improvements in Santa Monica, Sewer Fees in Hermosa Beach and Rancho Palos Verdes, and Undergrounding Overhead Utilities in Newport Beach. We will also hear from Mike Sinacori on the formation of the Undergrounding District in Newport Beach for West Balboa Island. About The Speakers: Jeff Cooper, P.E.Director of Muncipal Services, NV5 and ASCE Region 9 Governor Mr. Jeffrey M. Cooper is a registered Professional Civil Engineer with over 40 years of consulting engineering experience. Jeff’s resume highlights include the planning, design and construction of a wide range of public infrastructure projects, to the financing and acquisition of special districts for major projects and developments throughout Southern California. Jeff’s educational background includes a Dual Bachelor degree in Economics and Civil Engineering as well as a Masters Degree in Civil Engineering from the University of California, Berkeley. He has been active in ASCE and is currently a Region 9 Governor. He has also been active in APWA including serving as the Southern California Chapter President and San Diego Chapter President. He is also a graduate of the ACEC Senior Executive Leadership Program.
