Cesar is the Engineering Manager at RKA Consulting Group, where he leads a talented team of engineers in delivering complex infrastructure projects that enhance the quality of life in cities across Southern California. He also serves as Deputy City Engineer for the City of Baldwin Park, collaborating with departments to review and issue permits for new land development projects. Beyond his professional roles, Cesar contributes to the engineering community through active involvement on committees with the City of Downey, the American Public Works Association, and the American Council of Engineering Companies, both locally and nationally. Through his leadership and vision, Cesar continues to shape infrastructure that will serve communities for generations to come.
