Description

Dr. Youssef’s career in civil service began in the City of La Habra. He then joined the City of Westminster as an Associate Civil Engineer and got promoted to City Engineer. He served as the Public Works Director/City Engineer for 15 years. He was then unanimously appointed as Westminster City Manager on a 5-0 vote in early 2021. Dr. Youssef retired from the City of Westminster and joined CSULB as a Professor of Practice-Beavers Endowed Chair. While working for the City of Westminster, Dr. Youssef was a part-time Lecturer in Civil Engineering at CSULB for over 12 years.

Dr. Youssef was involved in many notable Construction Projects, among them the construction of the Westminster Rose Center housing a 450-seat theater and a large banquette facility, the Sid Goldstein Freedom Park containing the Vietnam War Memorial, the Coastline Community College Le-Jao Campus within the Civic Center, a new 3-story Westminster Police Building and a 4-story Parking Structure, new Chamber of Commerce Building, new City Corporation Yard Building, a Police shooting range, and the City’s two 8-million gallon water tanks,. He has been involved in many critical and large infrastructure projects, paving, drainage, sewers, parks, traffic signals, and water line projects for the city improving its Infrastructure and Assets in a tremendous way.

He represented the City with many governmental agencies for years, such as Caltrans, the Orange County Transportation Authority (OCTA), the County of Orange, West Orange County Water Board, and many more. He is a member of the American Concrete Institute (ACI), American Public Works Association (APWA), American Society of Civil Engineers (ASCE), City Engineers Association of Orange County (past president), City Engineers Flood Control Advisory Committee for County of Orange (past president), the Santa Ana Flood Protection Agency, the Orange County City Manager’s Association, and many others.

Dr. Youssef, in addition to his work as a Practicing Professional Engineer though out the years, has always lectured in Civil Engineering at Cal Poly Pomona, UCI, and CSULB. He has a passion for Civil Engineering teaching, advising, and coaching new students to join the field. He teaches Senior and graduate level courses and advises students in the majority of the yearly ASCE student competitions.

Dr. Youssef earned his Bachelors and Masters of Science degrees in Civil Engineering from the University of Louisiana-Lafayette, and his PhD in Structural Engineering from the University of California-Irvine. Dr. Youssef holds a Professional Engineering License in Civil Engineering from the State of California.
