Description
This FEMA-funded project successfully stabilized the City of Santa Barbara’s offshore desalination intake platforms, protecting critical infrastructure that supports approximately 30% of the City’s potable water supply. The work was performed on the ocean floor approximately 2,500 feet offshore in a challenging marine environment.The project merits recognition due to the exceptional coordination, construction execution, and environmental compliance achieved by the project team. Despite the technical challenges associated with offshore dive operations, underwater concrete placement, rock armoring placement, ocean conditions, and unforeseen ocean bottom conditions, the project was completed well ahead of the allotted contract working days through proactive planning, efficient marine operations, and strong collaboration between the City, contractor, design team, and construction management team. The project was completed within the available construction budget while successfully managing differing site conditions encountered during construction. In addition, all work was completed in compliance with environmental permit requirements, including marine mammal observation, turbidity monitoring, and regulatory coordination, resulting in successful project delivery with minimal environmental disturbance and no non-conformance notices issued.
