Description

The City of Santa Ana’s Rousselle Street Flood Protection Project (Project) is a multi-benefit project that addressed flood risk and flash flood-related issues. The Rousselle Street storm drain was undersized for its tributary drainage area, as indicated in the City of Santa Ana’s 2018 Storm Drain Master Plan. Calculations had shown that during high intensity storms the storm drain could fill to capacity and cause stormwater runoff to spill out of catch basins, into the streets, and potentially affect properties.  The excess flooding would create a risk of localized flood damage to the surrounding disadvantaged communities. Based on analysis conducted during the grant application phase, the new RCB will reduce surface flooding by up to 1.3 feet along Rousselle Street, facilitating storm flows to be entirely contained within the street.

To address this issue and provide a more effective stormwater conveyance system, the existing 51-inch storm drain pipe was replaced with 1,350 linear feet (LF) of new 8-foot-wide by 7-foot-high reinforced concrete box (RCB) storm drain along Rousselle Street, from Warner Avenue to Saint Gertrude Place. The storm drain improvements reduced flood risks by providing sufficient capacity for a 100-year storm event. The project also included stormwater biotreatment BMPs, landscaping, educational signage, and Americans with Disabilities Act (ADA) ramp upgrades for the project. The Project improvements were designed to integrate with the adjacent Maple Bike Trail.

The City received $4,675,000 of grant funding from the California Department of Water Resources (DWR) Proposition 68 Floodplain Management, Protection, and Risk Awareness (FMPRA) program for the project.
